Testimonies from juvenile delinquents or those at risk of delinquency alternate with views of the Tonkin district and Saint Paul Prison. A rowdy group of youths who frequent a café in Tonkin explain that they prefer to meet there rather than at the local youth center. The bar owner approves. A mother from Croix-Rousse confides that she feels a little overwhelmed by the behavior of her teenage children. They, increasingly out of her control, complain about the lack of money and freedom. The teenage daughter explains that she wouldn't hesitate to go out with a boy who had been to prison. Outside the entrance to a nightclub where they've just been turned away, a gang of young bikers discuss their difficulties in going out with girls. Girls prefer snobbish students. The chief superintendent speaks about the crimes committed by young offenders. He points out that they are treated like teenagers, not adults. In an observation center for offenders on temporary release, two 18-year-olds wearing black masks give their testimony. Arrested for theft, they don't regret their actions. They deny rumors of rape committed by gangs. According to them, it's rarely rape since the girl almost always consents. Dreaming of a career in administration and a good retirement, they believe they have little hope of improving their lot. The last masked interviewee, Michel, a high school student arrested for carrying and manufacturing firearms, is a far-right nihilist.
