宮城・石巻市 建物など復興も…人口減のなか街づくり課題に(2026年3月11日)

This is Hiyoriyama Park, located on a hill in Ishinomaki City, northeastern Miyagi Prefecture. The weather was calm on the 11th, and a tranquil sea could be seen in the distance. However, the sight witnessed by the evacuees who had evacuated here on the 11th 15 years ago was unbelievable. Wave after wave of massive tsunamis swept in from the sea, engulfing the town and wiping out their familiar "hometown" and peaceful daily lives. Now, with new buildings and well-maintained roads, reconstruction appears at first glance to be complete. However, due in part to people who left the area after the disaster and did not return, Ishinomaki City's population has fallen by approximately 30,000 over the past 15 years, and the population of affected municipalities continues to decline.
