These dynamics take on even greater significance considering that the administrative apparatus responsible for this mobilization process has been operating at a rapid pace in the preceding weeks. In the Volgograd region, Russian officials from across the Southern Federal District were intercepted at a conference aimed at streamlining the implementation of forced mass conscription into the army, updating and preparing the necessary procedures and personnel. So-called realistic exercises were an integral part of these preparations, including the management of citizens preselected for mobilization, notification of conscription requirements, the transfer of vehicles and materials, as well as the methods for conducting targeted mobilization within key industrial entities. The structuring of this mobilization effort is linked to the fact that numerical superiority in personnel represents Russia's last remaining significant strategic advantage over Ukraine. In most other areas, Ukraine now holds a clear advantage over the Russian invading forces. The Ukrainian unmanned weapons system industry produced four and a half million drones last year, and this production volume now guarantees Ukrainian forces a denser and more persistent air presence along the front line. This allows them to closely monitor Russian movements, increase strikes with FPV drones, and transfer a greater share of logistical resupply tasks to automated systems, avoiding exposing their troops to constant attrition. At the same time, Ukrainian forces are placing a far higher priority on personnel preservation, planning operations more cautiously and enhancing medical evacuation capabilities, which helps safeguard soldiers' lives and prevent unnecessary losses after fighting ends. As a result, Ukraine is suffering fewer casualties among its own ranks while steadily increasing the Russian attrition rate, making the human factor the only significant advantage Moscow can still leverage.
