Objective Planet addresses one of the most worrying environmental paradoxes in Spain: the existence of a broad regulatory framework that is, nevertheless, systematically violated. This is not a problem of a lack of laws, but rather of a lack of effective enforcement by the authorities, the limited specialization of the sanctioning system—police, public prosecutors, and judges—and frequent political inaction. According to data from the European Commission, Spain is the European Union country most frequently sanctioned for environmental violations, with dozens of open cases in areas such as wastewater treatment, illegal landfills, habitat protection, and pollution. Lorenzo Milá speaks with three leading experts: Javier Rufino, current Chief Prosecutor for Environmental Affairs; Jaime Doreste, an environmental lawyer; and Faustino Gudín, a specialized judge.
