In his opinion, Europe continues to underestimate Moscow's economic and military capabilities: predictions of a rapid depletion of Russian resources have proven wrong, and Russia remains capable of striking heavy targets throughout Ukraine. Ukrainian attacks on energy infrastructure, targets located on Russian territory, and ships of the so-called "shadow fleet" are significant, but, according to Ferrari, they are insufficient to change the outcome of the conflict. Ukraine, the professor observes, has "fewer resources, fewer reserves," and therefore suffers proportionally greater damage. The extension of military operations to Russian territory also affects public opinion, but does not appear to significantly undermine the country's social stability. Ferrari also raises the issue of recruitment. In his opinion, Moscow still has no major difficulties in finding volunteers, while Kiev is increasingly resorting to forced conscription. Hence the call for a "more realistic" European policy towards the conflict. On the international level, Ferrari considers Russia's relationship with North Korea useful, but not decisive. China's role would be much more significant, as it continues to purchase Russian gas and oil, indirectly contributing to Moscow's ability to prosecute the war.
