人口動向調査で “転出超過” 県内ワーストは長崎市 “転入超過” の諫早市では産業団地がほぼ完売
According to the population migration report for the past year released last month by the Ministry of Internal Affairs and Communications, Nagasaki City had the worst net outflow of residents in Nagasaki Prefecture, with more people moving out than moving in. This was followed by Sasebo City and Nagayo Town. On the other hand, only Omura City and Isahaya City experienced a net inflow. How are citizens reacting to these results? We interviewed people, along with the reactions of each municipality. Nagasaki City, which had the worst net outflow in the prefecture with 2,348 people: A fourth-year university student: "It's sad. I'm coming back here for work, but so many people are leaving." A citizen in their 40s: "I think more people would stay if there were more job opportunities." A citizen in their 30s: "I think it's a nice place to live. I do think there are a few places to have fun." For the past few years, Nagasaki City has been among the top five worst in the country, with a particularly large outflow of young people in their teens to 30s. Nagasaki City Revitalization Promotion Office Director Shuhei Igawa: "For the past few years, we've been consistently ranked first or second, and I think that when citizens hear that, they get the impression that 'Is Nagasaki going to be okay?' People leave for work, to go to school, or because of housing conditions, such as the high rent in Nagasaki. These are some of the situations we are in." Nagasaki Mayor Shiro Suzuki is planning to formulate an "action plan" this month that includes measures to address the declining birthrate in an effort to stem the outflow of population, and the city sees the redevelopment of central Nagasaki as one opportunity. Nagasaki City Nagasaki Regional Revitalization Promotion Office Director Shuhei Igawa: "The number of women in their 20s and 30s has improved slightly compared to last year's net outflow, and this is probably due to the impact of the new Amu Plaza building and (in the future) Stadium City. We expect that the number of people moving in will increase in October of this year." Isahaya City, which, along with Omura City, experienced a net inflow this time, is being discussed by Isahaya City Regional Revitalization Office Director Ichiro Murai: "The area around the station has changed particularly. Vacant houses have become parking lots, apartments have been built wherever there is some land available, and with Izumi (a commercial facility) and Kyocera (a major electronics components company) to be built in two to three years, the number of rental apartments in the suburbs has increased." The increase is particularly noticeable among men in their 20s to 40s. This is seen as a factor in the "enhancement of employment," such as the hiring of thousands of people by attracting large companies to industrial parks. Isahaya City aims to create 900 jobs over the next five years, and is steadily increasing that number. Ichiro Murai, Director of the Isahaya City Regional Revitalization Office: "The industrial parks we've been attracting companies to are actually almost completely sold out. So I think we need to consider new options. Our honest desire is for people to live within the city, so we're considering how to secure good residential areas. The current mayor seems to be considering 'deregulation of land,' so we're looking into that as well." How can we reduce the number of people moving out while increasing the number of people moving in? While the situation differs from municipality to municipality, creating attractive employment opportunities seems to be one key.
