The final episode of the series "Disability and the Civil Service: Key Figures from Occitanie" features Marc de Dumast, Regional Director for Disability (DTH) of the FIPHFP in the Occitanie region. On the occasion of his retirement in 2026, this interview offers a retrospective look at several years of commitment to the employment of people with disabilities in the civil service. ___________________ About the FIPHFP: Created by the law of February 11, 2005, and implemented at the end of 2006, the FIPHFP, the Fund for the Integration of People with Disabilities in the Civil Service, finances recruitment, job retention, training, and accessibility initiatives for people with disabilities across the three branches of the civil service (ministries, municipalities, departmental and regional councils, hospitals, etc.). It operates throughout France and for all public employers, offering one-off grants through its online platform, or via multi-year agreements with employers and within the framework of the accessibility program. Since its creation, the employment rate has increased from 3.74% in 2006 to 6.36% in 2026. The FIPHFP is a national public institution headed by Marine Neuville: “it is under the supervision of the ministers responsible for people with disabilities, the civil service, local government, the hospital service, and the budget” (Decree No. 2006-501 of May 3, 2006).
