After devolution of departments in view of 18th amendment his services were placed at the disposal of Health Department and he was given charge of Law Officer in the Health Department of Province. Later on he wanted to his transfer and absorption in the post of Law Officer of P&D Department. Issue: Whether change of cadre or absorption is permissible?
