History Citizen Band Radio Communication (KRAP) is a radio communication system that initially used the frequency band 26.968–27.405 MHz, known in its country of origin, the United States, as Citizen Band Radio (CB). Since 1958, in the United States, CB radio has been officially legalized for use as a radio communication device for citizens. The Federal Communication Commission (FCC) is responsible for managing it, guiding, and fostering its growing number of enthusiasts. Beginning in the 1970s, CB radio usage spread throughout the Indonesian archipelago and continued to grow, although its use remained uncontrolled due to the lack of regulatory framework. Government policy, through the Minister of Transportation, stipulated Decree of the Minister of Transportation of the Republic of Indonesia No. S1.11/HKn 501/Phb-80 dated October 6, 1980, concerning licensing for the use of citizen-to-citizen radio. Its implementation is regulated by Decree of the Director General of Post and Telecommunications No. 125/Dirjen/1980, which stipulated the Decree on the Establishment and Appointment of the Central Management of the Inter-Citizen Radio Organization, dated November 10, 1980. To implement the decree, an organization was required to assist the government in supervising and fostering the implementation of Inter-Citizen Radio Communication (KRAP). On October 31, 1980, the Directorate General of Post and Telecommunications appointed a Formation Team through Letter No. 6356/OT.002/Disfrek/80, tasked with establishing the Indonesian Inter-Citizen Radio Organization, which would be responsible for managing, fostering, and controlling inter-citizen radio communications. The formation team consisted of: 1. Sudarno 2. Eddie M. Nalapraya 3. Sutikno Buchari 4. A. Pratomo Bc.T.T 5. Lukman Arifin S.H The formation team was tasked with: 1. Drafting the Articles of Association and Bylaws of the KRAP organization at the central level. 2. Establishing the KRAP Central Board. Organizational Development 1980-1984 Period The RAPI Central Board from 1980-1984 carried out a truly diligent task in realizing the formation of provincial/regional-level boards. By the end of 1984, boards had been formed in 26 regions with a membership of over 20,000 people throughout Indonesia. Transition Period RAPI's development faced obstacles when Decree No. KM.48/PT.307/MPPT/1985 from the Minister of Tourism, Post and Telecommunications issued, which would gradually phase out the use of 11m radio equipment from KRAP, replacing it with 62cm (UHF) equipment with a very short range. Revival Period Through Decree No. 92/Dirjen/94 of the Director General of Post and Telecommunications dated July 25, 1994, it was determined that KRAP would operate on three bands: 1. HF Band (11 meters) = 26,960 – 27,410 MHz. 2. UHF Band (62 cm) = 476.410 – 477.415 MHz 3. VHF Band (2 meters) = 142.000 – 143.600 MHz On August 1, 2004, Ministerial Decree No. 77/2004 was enacted to replace Decree of the Director General of Post and Telecommunications No. 92/DIRJEN/94. Through Decree No. 77, Chapter V, Article 28, it was stipulated that KRAP would carry out its duties in two bands: 1. VHF Band 140.7875 MHz to 143.7875 MHz 2.
