Why Billy SUCKS in KOF15

As the title says, I'll go over why I think Billy struggles in this game. He is a really cool character with fun gameplay, but his kit is plagued with inconsistencies and garbage frame data. All Billy needs is already in his kit, they just need to function properly! I didn't cover his other anti air in 214A or his Counter, because those are fine the way they are IMO. My only wish is that the counter led to combos naturally.
