With 30 FPS some attacks can go through you, so its legal cheese right now. You can set FPS limit at settings. It took me like 5 hours total to just try to brute-force it. Surprisingly, it just worked. Even without 30 FPS, this fight can be pretty easy if you concentrate on just hitting Noelle like I did. And yes, I've beaten the Hard Mode Anomaly before but sadly I didn't record it.
