In retaliation for the first wave of strikes in November 1985 opposing the separation of Japan National Railways into private companies, 7,000 kilometers of operation duties on the Sobu Line, Rapid Line, and Abiko Line were transferred to three Tokyo bureaus. This attack aimed to deprive employees of their jobs, creating a huge surplus of staff in the workplace and making them targets for transfers and dismissals, thereby shaking the very foundations of the organization. The authorities then came up with plans to begin line-sight training in preparation for this transfer of duties on February 5th. In response to this massive backlash, Chiba Railway Workers Union (DORO) launched a second wave of struggle on January 29th, the day after the mass unfair disciplinary action, with all its might. The goals of the struggle were to revoke the unfair disciplinary actions, smash the transfer of duties, and prevent personnel rationalization with the March timetable changes. This struggle demonstrated an energy that was unwavering in the face of any attack, including five waves of law-abiding struggles by flight crew members, two waves of long-term law-abiding struggles by ground staff, and the struggle to prevent the implementation of training that mobilized a total of 3,000 union members over several days.
