Beginning his address, NTT Governor Melki Laka Lena reiterated his reassurance to civil servants within the NTT Provincial Government to consistently maintain integrity, professionalism, and discipline in carrying out their duties. "It's been almost a year since I and the Deputy Governor have led, and I want civil servants to maintain discipline in attendance at roll calls and in carrying out their duties. Last year, there may have been some tolerance regarding this, but this year, we will be firm in enforcing the rules. Because without discipline, it will be difficult for us to achieve the various programs we have planned," emphasized Governor Melki. Governor Melki then reiterated the negative behavior of several NTT diaspora members in other regions, which should serve as an important lesson for all parties. He asked civil servants with relatives to always maintain their attitudes and behavior and respect the rules while studying or working outside of NTT. "Some time ago, the Deputy Governor visited Bali to resolve the issue of NTT diaspora members in Bali. He met with the local government, traditional leaders, and community leaders to apologize and open a dialogue to find a solution. Regarding this matter, I urge all civil servants (ASN) who have relatives or friends planning to leave NTT, or who are currently working or studying outside of NTT, not just in Bali, to maintain good manners, good attitudes, and good behavior. The NTT diaspora outside the region is a reflection of the people of NTT," he explained. "By maintaining these good qualities, NTT's reputation and good name will certainly improve. Consequently, outsiders will be attracted to visit NTT, and there will be no more negative stigma associated with NTT," he added. Furthermore, the Governor of NTT also stated that the recent suicide of YBR (10), a fourth-grade elementary school student from Dona Hamlet, Naruwolo Village, Jerebuu District, Ngada Regency, was a heavy blow to all elements, especially the government. "The passing of YBR is a grief for us all. Last Saturday (February 7th), we visited YBR's home and prayed at his grave. Jerebuu itself is a fertile area, but because it was not properly optimized, the impact reached many poor residents there, leading to yesterday's tragedy," said Melki. The Governor emphasized that it is appropriate for government officials to reflect on themselves and improve themselves so that various social, educational, and health programs can be accurately recorded and targeted. He also urged his staff to be creative and innovative in devising the best solutions to ensure that the bureaucratic system for providing services and assistance to the public is not rigid and convoluted, thus preventing people from receiving assistance. "Our collective task now is to ensure that the poor in NTT can receive various programs from the central government, the provincial government, and the district/city governments. All assistance must reach the community and must not be obstructed for any reason. Therefore, no individuals dare try to manipulate the data of the poor. I assure you that we will take action and impose the harshest penalties. YBR's younger sibling died due to poverty that was neglected and neglected, and his parents' administrative issues," Melki emphasized. "Therefore, I ask that various operators and relevant technical agencies that handle direct services and assistance to the community consider, formulate, and design ways to simplify and uncomplicate mechanisms and procedures so that every poor person in NTT can receive programs and assistance that are distributed smoothly, so that what happened to YBR's younger sibling will not happen again," added the NTT Governor.
