CSD ATTACK: The Rule of Law Draws a Firm Line! "You can't just say we'll lock everyone up." Federal Interior Minister Alexander Dobrindt is calling for electronic ankle monitors to be standard for potential terrorists. He also criticizes the application of juvenile criminal law to adult potential terrorists. The Federal Criminal Police Office (BKA) counts nearly 500 potential terrorists in Germany. Most are Islamists. Felix Zimmermann, editor-in-chief of Legal Tribune Online, warns against blanket solutions. Juvenile criminal law focuses on education and intervention. In the case of the Berlin CSD attacker, this approach failed. The man became further radicalized during his six months in pretrial detention. The court suspended his prison sentence of one year and ten months. Zimmermann believes electronic ankle monitors are fundamentally conceivable. They could alert the wearer if a potential terrorist approaches a protected area. However, they cannot reliably prevent an attack. Preventive detention also reaches its legal limits. The state cannot imprison all potential terrorists. Complete security requires extreme deprivation of liberty. In the case of the second suspect in the Christopher Street Day (CSD) incident, Zimmermann suspects a problem with the evidence.
