The Russian Ministry of Economic Development has prepared measures to increase labor productivity in the country, according to the Vedomosti newspaper. The measures are divided into two blocks. The first focuses on improving the business climate: reducing administrative barriers, stimulating productivity growth, and creating a federal competence center. The second block is designed for pilot projects involving selected companies, which will receive state support, including financial assistance. The incentives for increasing labor productivity also include a package of tax measures, proposals for preferential leasing, and 1% loans through the Industrial Development Fund. It is noted that the implementation of the labor productivity program will require approximately 30 billion rubles over four years. Laws are planned for March 2018 to ensure its effective operation. According to the baseline plan, the Ministry of Economic Development expects labor productivity growth in the country to accelerate from 1.6% in 2018 to 1.9% in 2020. The target scenario, which includes incentives, predicts growth of 2.9% in 2020. Labor productivity is GDP per hour worked. Russian Prime Minister Dmitry Medvedev noted that labor productivity in the country in 2015 was half that of other countries in the Organization for Economic Cooperation and Development. At the same time, he noted, Russians spent more time working than the population of developed countries—approximately 2,000 hours versus 1,750 hours. Medvedev believes that this is due to insufficient competition in the economy, technological backwardness, and a lack of relevant knowledge among company leaders, regional leaders, and government agencies.
