Cub Cadet Intellipower 547cc running rich solved.

I was ready to put a manual carb on this unit until I had one more go at the carburetor and found the issue was the plastic valve under the steppers. the o-rings appear to be of the incorrect type of rubber and were eroded away. replacing the o-rings fixed the issue with running rich. this mower is on old gas so I would say a new tank of gas and a new spark plug and it should be back up and running like new. Also I left out what to do if you have to remove the stepper motors (not servos) all you need to do is put them back in while the key is off. just wait long enough to make sure they have reset to their home position.
