For flexible and needs-based deployment, the emergency response teams are structured as an integrated and modular unit with several sub-units: Unit 1 from the THW will decontaminate contaminated areas of infrastructure and buildings. Unit 2 of the THW (Federal Agency for Technical Relief) is capable of decontaminating vehicles such as cars and trucks. Unit 3 of the BPOL (Federal Police) decontaminates small objects and evidence. Unit 4 of the BPOL is responsible for decontaminating personnel. A support unit, with its operational base, ensures independence during the operation and provides supplies, logistics, and equipment for the deployed subunits. The exercise "resConEx'26" is part of the EU Civil Protection Mechanism and makes a significant contribution to strengthening European resilience in managing CBRN (chemical, biological, radiological, and nuclear) emergencies. The exercise aims to realistically test and further develop the operational capability of this Europe-wide decontamination unit in a complex, large-scale CBRN incident. This exercise is supplemented by the participation of civil protection units and security authorities from the City of Cologne and the State of North Rhine-Westphalia, resulting in approximately 800 emergency personnel and 400 extras. ... A request for assistance from the EU Commission for a major sporting event in another country is assumed on May 31st. The exercise is actually taking place primarily at the RheinEnergieSTADION in Cologne. The command team arrived at the venue on the same day and conducted reconnaissance. On June 1st, approximately 200 personnel from the Federal Police (BPOL) and the Federal Agency for Technical Relief (THW) arrived at the Federal Police Training and Education Center in Swisttal, which served as the assembly point. On June 2nd, the unit moved to the venue and set up the decontamination areas. On June 3rd, the sporting event takes place, during which an attack occurs, requiring the unit to take action. Dismantling of the stadium takes place on June 4th, and the return journey is on June 5th.
