Reporter The total fine imposed by the Personal Information Protection Commission on Coupang, which suffered a massive personal information leak, amounts to 624.681 billion won. Along with a penalty of 16.8 million won, the Commission also decided on corrective orders and criminal charges. Additionally, a separate fine of 248 million won was imposed on the affiliate, Coupang Fulfillment Service (CFS). The Commission determined that this incident stemmed from negligence in basic management. Violation of the obligation to notify of leaks and the obligation to destroy personal information were also identified. Evidence of violations regarding the guarantee of independence for the Chief Privacy Officer (CPO) and obstruction of the investigation was also confirmed. The issues did not stop at the data leak. The PIPC determined that Coupang collected the visit records of approximately 11.17 million members to external websites and apps without legal grounds. The judgment is that the company stored access times and IP addresses to sites displaying Coupang advertisements in a manner that allows for personal identification. It was also pointed out that the company allowed so-called "kidnapping advertisements," which forcibly redirect users to the Coupang site, to go unchecked, thereby enabling the collection of usage records. The Personal Information Protection Commission (PIPC) also ruled that CFS's management of the National Police Agency's press corps by placing them on an employment restriction list was illegal. The fine imposed by the PIPC on Coupang is the largest in history, far exceeding four times the previous record of 134.7 billion won set by SK Telecom. While apologizing for causing concern to customers and the public, Coupang stated that its preemptive measures and explanations regarding the facts were not sufficiently reflected in the PIPC's decision, and expressed hope that the facts would be clarified through legal proceedings.
