Pasha Ungu Soroti Budaya 'Kasihan' dalam Layanan Haji: Murur Tanpa Turun dari Bus Sah atau Tidak?

Member of Commission VIII of the Indonesian House of Representatives (DPR RI), Sigit Purnomo Syamsuddin Said, also known as Pasha Ungu, requested certainty regarding the Islamic jurisprudence (fiqh) perspective regarding the implementation of murur (staying at the mosque), tanazul (staying at the mosque), mabit (staying at the mosque), and safari wukuf (staying at the mosque) during the Hajj pilgrimage. Pasha made this statement during a Public Hearing (RDPU) held by Commission VIII of the DPR RI with leaders of Islamic community organizations on Monday (July 6, 2026). The meeting was attended by the Chairman of the Indonesian Ulema Council (MUI), the Chairman of the Nahdlatul Ulama Executive Board (PBNU), the Chairman of Muhammadiyah Central Board (PP Muhammadiyah), the Chairman of Persis Central Board (PP Persis), the Chairman of the LDII Central Board (DPP), and the Chairman of Nahdlatul Ulama Executive Board (PB Nahdlatul Ulama). The meeting's agenda included input regarding the Islamic jurisprudence (fiqh) perspective regarding the implementation of wukuf (staying at the mosque), dam (staying at the mosque), and tanazul (staying at the mosque) during the Hajj pilgrimage. In his presentation, Pasha assessed that the issue of moving pilgrims from Arafat to Muzdalifah and Mina is not merely a technical transportation issue, but is also influenced by the large number of pilgrims. "This number is too large, sir. I don't think this is a technical issue, whether to take the bus, walk, or fly, for example," said Pasha. He also questioned the use of the term "murur," which he considered still raising doubts. He argued that if the term is deemed inappropriate from a fiqh perspective, then an explanation regarding a more appropriate term is needed to avoid confusion in its implementation. Pasha supported the MUI Chairman's proposal for a simulation of the murur implementation. However, he questioned whether the simulation should be conducted during the Hajj season or outside of it, as conditions on the ground would be very different when millions of pilgrims gather. According to him, traffic jams and the density of pilgrims often make the journey to Muzdalifah take longer than planned. In fact, some pilgrims choose to walk because they don't want to wait for the bus. He said that Commission VIII of the Indonesian House of Representatives (DPR RI) needs a clearer explanation regarding fiqh provisions, including whether pilgrims who do not get out of their vehicles when passing through Muzdalifah have fulfilled the requirements of worship. Pasha also touched on the implementation of the wukuf safari for pilgrims with certain conditions. He assessed that Saudi Arabia's policies and the limited Hajj quota also pose challenges to the implementation of the Indonesian Hajj. On this occasion, Pasha also highlighted the character of Indonesian society, which, he said, often prioritizes compassion, which sometimes leads to policies that deviate from established regulations. He hopes that input from Islamic community organizations can provide legal certainty in Islamic jurisprudence (fiqh) so that Commission VIII of the Indonesian House of Representatives (DPR RI) and the government have a clear basis for making policies regarding the implementation of the Hajj in the future. "We respect all opinions, but of course we also need some kind of true certainty so that Commission VIII, including the government, will not make mistakes in making decisions regarding the implementation of the Hajj in the future," said Pasha.
