Recently, Volodymyr Zelensky warned that relay stations in two Belarusian regions adjacent to the border are assisting Russian forces in directing kinetic attacks against critical infrastructure, the energy matrix, and the Ukrainian railway network. Minsk was given a week to disable these systems, with the guarantee that Ukraine would conduct direct neutralization actions if the demand is not met. This measure occurs in parallel with the sustained expansion of Russian military infrastructure on Belarusian soil. Since March, Russian forces have been structuring relay networks, drone control posts, and expanding the capacity of airfields along the border, enabling direct incursion routes against Kyiv or bypass routes towards western Ukraine. The transit of Russian UAVs through Belarusian airspace, a few kilometers from the border, restricts the advanced deployment of Ukrainian air defenses, since the proximity of these assets would increase their vulnerability to Russian intelligence and reconnaissance capabilities. Reports also indicate that Moscow is building four new operational bases in Belarus dedicated to Shahed-type missiles, reducing Kiev's warning and response window. Ukraine has already demonstrated the capacity to interdict these operations outside its borders. At the end of February, Ukrainian forces disabled segments of Russian communication infrastructure in Belarusian territory through cyber and electronic warfare operations, mitigating the risks of conventional escalation. However, the partial restoration of these networks by Minsk intensified Ukrainian pressure. The commander of the Ukrainian Unmanned Systems Forces, Robert Brovdi, reported that 500 strategic targets in Belarus have already been cataloged for retaliatory actions in the event of a new offensive from the north. Simultaneously, the Ukrainian leadership emphasized possessing detailed mapping of all Belarusian industrial complexes that supply inputs, components, and armored vehicles to the Russian war effort. The ultimatum and increased operational pressure forced Lukashenko to assure Belarus that it would not engage militarily in the conflict, and to publicly back down from previous aggressive rhetoric. The Belarusian leader acknowledged the serious security and territorial integrity risks the country would face if Ukraine extended its counter-attack campaign to Belarusian soil, in the same manner as the operations conducted on Russian territory. This vulnerability is exacerbated by the demonstrated inability of Russia's own air defenses to contain coordinated drone and missile attacks. Since Belarus has a significantly smaller defensive inventory and Russian resources are primarily allocated to protecting its own regions, the country would lack effective cover against a prolonged air attack campaign. In short, the Ukrainian ultimatum reflects a doctrinal shift to directly hold Belarus accountable for its co-participation in Russian aerospace operations. By exposing Minsk's military and industrial involvement and highlighting its defensive fragility in the face of a sustained campaign of attacks, Kyiv is raising the political and strategic costs of the alliance with Moscow. Lukashenko faces a critical dilemma, in which maintaining logistical support for Russia now represents a direct and existential threat to Belarus's national security and infrastructure.
