Is Disney Pixar's Luca guilty of queerbaiting?

In the wake of the release of Pixar's latest, Luca, a new conversation about an old issue has come up: that of queerbaiting. There is continued concern from the LGBTQIA+ community not only about a lack of representation, but from the feeling that some creators of mainstream entertainment are deliberately hinting at queer representation without ever delivering on it.
