Humanity had obeyed Article Nine to the letter. No weapons. No navy. No fortifications. Just six million mirrored drones that painted whales across the night sky every year, and nine dark rooms full of very young people who sat very still, wearing lenses, their fingers moving. The Council called it a puppet show. They called the girl at the console a little player, and patted her on the head.
