The speaker is Johann Adolf Graf von Kielmansegg who was a German military officer who served in both World War II and in postwar West Germany. Born in 1906, he was part of a noble family and entered the German Army in the 1920s. During World War II, he served on the General Staff and was involved in operational planning. He was not part of the Nazi inner circle and was considered a professional officer rather than a political one. After the war, he was held as a prisoner but later joined the Bundeswehr, the armed forces of West Germany, where he rose to the rank of general. He played a key role in integrating West Germany into NATO and promoting civilian control over the military. He died in 2006.
