Santé en outre-mer : défis et enjeux juridiques et éthiques d'une protection de la santé égalitaire

How can the specific health, social, and environmental characteristics of France's overseas territories be taken into account in health policy? This seminar aims to foster ethical reflection at the national level, echoing the January 2026 opinion of the Economic, Social and Environmental Council (CESE), which emphasized "the urgent need to develop a much more integrated health policy that articulates all health, social, environmental, and territorial dimensions." Strengthening equal access to healthcare for populations in France's overseas territories requires understanding the complexities of access to care as well as the health vulnerabilities of the territories concerned. Solidarity between the territories of the Republic must be built by taking into account the diversity of cultures regarding the perception of the body and healthcare that comprise them. The meeting brings together: Carole Hassoun, Senior Lecturer at the University of French Guiana, Camille Bouko-Levy, PhD candidate in Public Law at Toulouse Capitole University, Quentin Nugues-Schönfeld, Physiotherapist and Master 2 student in Health Law and Research Supervision, Marc-Alexandre Tareau, PhD in Ethnobotany and Anthropology of Health. It is introduced by Carine David, Professor of Public Law at Aix-Marseille University (DICE/ILF-GERJC), and moderated by Guylene Nicolas, Professor of Public Law at Aix-Marseille University. This meeting is part of the monthly hybrid seminar series "Overseas Challenges and Issues," organized by the Overseas Observatory of the Jean-Jaurès Foundation, the Institut Universitaire de France, the Institut Louis Favoreu, and the Overseas Territories and Global Change (OMEGA) Chair at Sciences Po Paris. It aims to be, above all, an open forum for discussion, bringing together historical, institutional, and civil society perspectives. — Recognized as a public interest organization since its creation in 1992, the Jean-Jaurès Foundation is the leading French political foundation.
