On September 12, 2019, the Badim Hospital fire occurred. In this video, I will show you the importance of not only relying on the local Fire Department's regulations. I will present flaws found in the Badim Hospital fire, provide guidance regarding a specific ABNT standard, and also discuss a manual written in 2014 by ANVISA (Brazilian Health Regulatory Agency) guiding fire safety in healthcare facilities. The fire that struck Badim Hospital in Maracanã, in the northern zone of Rio de Janeiro, led to the death of 12 people, all elderly people over 65 years of age. But what can we learn from this type of fire at Badim Hospital? The victims were five women and seven men, all elderly. Another fundamental fact, which you should be aware of, is the report from the Forensic Medical Institute. In a statement, its director, Gabriela Graça, presented the cause of death for 11 of the 12 victims at Badim Hospital. Most deaths were due to asphyxiation, followed by the shutdown of life-sustaining equipment for these other victims. If you look at the images of the fire, you will see that the removal of patients was another critical point in the whole situation. The order to escape from Badim Hospital came from someone who has not yet been identified, but this only happened 8 minutes after the fire started. These patients were moved to the street, garages of neighboring buildings, and even a daycare center next to Badim Hospital. According to internal images that Fantástico exclusively presented in a report, the fire started, was apparently contained, and then reignited. It cannot be guaranteed, but it seems that the fire was fought with CO2 extinguishers. This may have caused a lack of oxygen to smother most of the fire, giving those fighting it the feeling that the fire had been extinguished. Then we find another problem at the Badim hospital: when the CO2 ran out, the fire encountered combustible materials, some in gaseous form, at a high temperature. As soon as the CO2 ran out, the fire reignited with great force. So, in an attempt lasting more than 8 minutes, according to the Badim hospital management, carried out by about 20 trained firefighters—note that these are not civilian firefighters, but volunteer firefighters—the fire reignited, getting out of control and leading to the order to evacuate the entire population of that building. Just 8 minutes later! So let's look at some important data: at the time of the fire at Hospital Badim, there were at least 103 patients hospitalized. Of these, 77 were transferred to 12 different hospitals, and another 15 went home. 20 hospital staff members and other patient companions ended up hospitalized, either due to the heat, the smoke, or psychological factors related to the experience. According to images from Fantástico, there was only one car and one motorcycle. A section contained a generator and a lot of material that appeared to be a storage area for hospital supplies. There is a new building belonging to Hospital Badim itself; next to it, between the two Badim buildings, there is a residential building. I pass by that street very frequently, and it seemed to be a temporary situation, amidst the construction, where objects are kept in temporary locations. Now, notice that this case of Hospital Badim has many lessons to teach. But at the time of the fire, the hospital would not have been subject to any type of fine, as the legislation had just come into effect. This learning is something we need to take with us; the minimum requirements will provide a minimum level of safety for the building. It is up to the responsible technician to seek safer guidelines. Another point of view that should be considered is the situation with adapted buildings, such as the Badim Hospital, or older buildings, like many public hospitals we have. This adaptation with the correct equipment is a major challenge and should be addressed as such by the designers. It's not easy, but there is a solution.
