A report by the Israeli Broadcasting Corporation revealed that the United States has presented Israel with a document proposing the reconstruction of the Gaza Strip even without the disarmament of Hamas. The report added that Washington is awaiting written Israeli approval of the proposal as part of efforts to advance the plan and prevent a resumption of hostilities. The document includes provisions obligating Israel to allow the implementation of infrastructure projects in the Gaza Strip, including water and electricity projects, in unspecified areas. It also calls for the relocation of residents from Hamas-controlled areas to areas under the responsibility of the Peace Council by the end of 2026. The plan further proposes the establishment of a technocratic government headquarters in the Gaza Strip, allowing the construction of bases for international forces, the reconstruction of the European Hospital with the entry of building materials and medical equipment, and the creation of an access corridor to the hospital from within Hamas-controlled areas. Additionally, it proposes the transfer of tax revenues to the Peace Council and the recognition of the technocratic government as a sovereign entity in the Strip. On the security front, the plan includes the launch of a 4G network in the Gaza Strip for the first time, and grants conditional amnesty to those who surrender their weapons and "commit to peace." It also stipulates the deployment of an international stabilization force supported by an "unarmed Palestinian civil guard," while Israel retains the right to take whatever measures it deems necessary to protect its security if Hamas fails to disarm. For its part, The Times of Israel indicated that Israel's refusal to abide by the terms of the first phase of the ceasefire agreement constitutes an obstacle to the entry of the national committee tasked with managing the Gaza Strip. The newspaper added that the approaching Knesset elections are increasing the Netanyahu government's lack of cooperation, thus reducing the chances of any breakthrough before the elections.
