Meanwhile in Berlin, Kaiser Wilhelm II and his generals underestimated how far Russia and France would go to defend their ally. They believed the crisis could be contained; instead, it spread like wildfire across Europe. As diplomats exchanged telegrams and monarchs pleaded for peace, French President Raymond Poincaré and Prime Minister Viviani were aboard a warship bound for St. Petersburg. Their visit to Tsar Nicholas II in late July would strengthen the Franco-Russian alliance at the very moment when Austria’s ultimatum was being finalized. Miscommunication, delayed telegraphs, and deliberate secrecy turned this diplomatic choreography into a disaster in slow motion. When Austria finally delivered its ultimatum to Serbia on July 23, the countdown began. The demands were so severe that acceptance would have meant surrender of national sovereignty. Serbia’s partial compliance was dismissed as inadequate. Within days, Austria declared war — and Russian mobilization began in response. Each empire acted in fear of being left behind in the race for security, and every move only deepened the spiral. By the time August arrived, the fate of Europe was sealed. What began with an assassination in Sarajevo ended with armies mobilizing from the Rhine to the Carpathians.
