How to IMPROVE Heavy Weapons in Borderlands

Rocket launchers have been a weapon class in the Borderlands franchise since the very beginning, but between Borderlands 1 to now Borderlands 4, they function almost entirely differently. Starting with BL3, launchers started to be referred to as "heavies," clearly meant as a blanket term for more differentiation within the class. But was this actually lived up to?
