Can Atlanta's poor neighborhoods be lifted out of poverty?
In Atlanta, certain neighborhoods suffer from what’s known as concentrated poverty, where poor individuals and families live near one another, resulting in more crime, underperforming public schools, poor housing and health conditions, and limited job opportunities.
