KNQA at 10 Milestones Over the last decade, the KNQA has led the implementation of the Kenya National Qualifications Framework (KNQF), a transformative reform agenda designed to harmonize qualifications, strengthen quality assurance, improve employability, and create flexible pathways for lifelong learning. Built as a ten-level, learning-outcomes-based framework, it introduced clear qualification levels, progression pathways, credit systems and standards for quality assurance. Today, the KNQF stands as one of Kenya’s most important education and skills development reforms, linking learning to competence, industry needs and national development aspirations. One of the most transformative milestones has been the development of the Kenya Credit Accumulation and Transfer System (KCATS). Learning increasingly happens across different institutions, sectors and life stages, and KCATS created a foundation for flexible learning pathways. Learners can now accumulate credits, transfer learning achievements, and progress vertically or horizontally within the education system. This has strengthened mobility, reduced duplication and advanced the principle of lifelong learning. Closely linked to this achievement was the launch of the Recognition of Prior Learning (RPL) Policy Framework in February 2024. For many years, thousands of skilled Kenyans acquired competencies informally through work experience, apprenticeships and community practice but lacked formal recognition. The RPL framework changed this narrative by establishing a national mechanism for identifying, assessing and certifying competencies acquired outside conventional classrooms. This milestone has opened doors for workers in the informal sector, artisans and experienced professionals, enabling them to access opportunities for employment, progression and further learning. Between 2023 and 2025, the Authority developed the National Policy Framework on Quality Assurance of National Qualifications, creating a harmonized regulatory architecture covering accreditation, assessment, certification and graduate record management. This framework strengthened consistency across qualification awarding bodies and enhanced the credibility of Kenyan qualifications locally, regionally and globally. The digital changes brought even better opportunities as KNQA has also emerged as a leader in digital transformation within the qualifications sector. The transformation of the Kenya National Learners Records Database into the National Qualifications Database (NQD) marked a major milestone in enhancing transparency, verification, accessability, and data-driven decision-making. Today, the NQD serves as a secure and interoperable national repository containing information on registered qualification awarding bodies, recognized qualifications and graduate records. This innovation has significantly strengthened the fight against fake certificates and unrecognized qualifications. By 2026, cumulative graduate records in the NQD had surpassed 637,000, reflecting growing institutional participation and public trust in the system. The operationalization of the QAV Portal further accelerated digital service delivery by enabling online alignment and validation of both local and foreign qualifications. Thousands of qualifications have now been processed digitally, improving efficiency, accessibility and responsiveness for learners, employers and institutions. As global education systems evolve, KNQA has continued to position Kenya at the forefront of emerging trends in qualifications development. One notable milestone has been the development of the Kenya National Qualifications Classification and Coding Standard (KNQCS), which standardizes the naming, classification and coding of qualifications in alignment with international standards such as ISCED. This enhances comparability, traceability and international recognition of Kenyan qualifications. The Authority is also leading efforts to develop a Kenya Micro-Credentials Framework in collaboration with international partners including the International Labour Organization (ILO). This initiative recognizes that the future of learning is increasingly modular, flexible and skills-based. Micro-credentials, digital badges and short courses are becoming critical tools for upskilling and reskilling in response to rapidly changing labour market demands. Integrating these forms of learning within the KNQF ensures Kenya is preparing its workforce for the future economy. Kenya’s qualifications reforms are now gaining continental visibility. In March 2026, the validation of the report referencing the KNQF to the African Continental Qualifications Framework (ACQF) marked a historic step toward regional integration and mutual recognition of qualifications across Africa. This milestone positions Kenya within the broader continental qualifications architecture and supports labour mobility, comparability and cross-border recognition of skills.
