Lee Byung-guk, Director of the Regional Neonatal Intensive Care Center at Sejong Chungnam National University Hospital (and Professor of Pediatrics), appealed for improvements regarding staffing shortages and poor working conditions, stating, "Neonatal intensive care centers and maternal and child medical centers outside of Seoul are standing on the edge of a cliff, where operations become difficult if even a single person is missing." Professor Lee argued that increasing the number of doctors alone will not solve the problem and requested the expansion of nursing staff, the realistic adjustment of on-call allowances, and the relaxation of restrictions on concurrent employment for medical personnel. He also pointed out the need to resolve issues such as gaps in medical services caused by medical dispute mediation procedures, improvements to the newborn transport system, and the repeated supply interruptions of medications for treating premature infants. When the moderator attempted to conclude Professor Lee's remarks, President Lee stopped him and listened attentively until the end. He responded, "I can feel the frustration felt on the ground and the affection for patients clearly," adding, "The government will do its utmost to devise necessary measures."
