Train traffic between Bolzano and Innsbruck was already congested 60 years ago. The Brenner Pass was considered a bottleneck on the busy north-south axis. The Brenner Autobahn was only opened to traffic in 1974. So, even back then, the railway companies were already considering new projects to improve rail transport. The Brenner Axis Group, founded in 1970, submitted a total of 50 projects.
