Kazakhstan - Duration of Course equivalent to MBBS in India

It has been prepared entirely on the basis of documentary evidence and official communications received from the Indian Embassy, the National Medical Commission (NMC), various Ministries of the Government of India, and responses received through the Prime Minister's Office (PMO) and other competent authorities. The contents of this video are based solely on those official records and documents. It is also important to clarify that the Government of Kazakhstan has not made any specific changes solely in response to the NMC Foreign Medical Graduate Licentiate Regulations (FMGL), 2021. However, Kazakhstan had amended and restructured its medical education curriculum for both local and international students several years before the publication of the FMGL Regulations, 2021. The changes implemented by Kazakhstan were not intended exclusively for foreign or Indian students but were applicable to all medical students, including local citizens. *Section 4(a)(i) – Minimum Course Duration* The FMGL Regulations, 2021 prescribe: "A course leading to a foreign medical degree with a minimum duration of fifty-four months." In my understanding, this provision merely prescribes the minimum duration of a medical course and should not be interpreted as authorization for universities to artificially reduce or compress their medical curriculum to 54 months. Some important points that deserve consideration are: • The notification does not direct universities to reduce medical education to 54 months. • Medical education laws in most countries prescribe specific durations for medical programs undertaken by local students. • Foreign students are generally expected to undergo a course of study substantially comparable to that pursued by local students. • Section 4(b) of the FMGL Regulations further emphasizes equivalence with local licensing and qualification standards. • Several CIS countries, including Armenia, Azerbaijan, Belarus, Kyrgyzstan, Moldova, Russia, Tajikistan, and Uzbekistan, have historically offered medical programs of approximately 72 months in duration. Whether such established programs can be compressed through academic restructuring while maintaining educational equivalence remains a matter that requires careful examination.
