Recent technical reports point to cracks, leaks, and maintenance failures in the structure of the Coremas dams, which together form one of the largest water reservoirs in Brazil. The Federal Public Prosecutor's Office has filed a lawsuit demanding urgent safety measures. Approximately 15,000 people live in this area, very close to the dam, exactly in the path the waters would take in the event of a breach. Yes, when it comes to dams… any failure can turn into a tragedy. The questions that need to be asked are simple… Is Coremas safe? Are the dams in Paraíba reliable? Understand with me, from now on. Well, friends. Going back to discussing this beautiful city called Coremas, but this time, not to talk about good things, much less to celebrate. This time I come to warn. To draw attention, once again, to something I had already highlighted here on the channel. Unfortunately, the beautiful Coremas Mae Dagua complex is full of problems. The Federal Public Prosecutor's Office has filed a public civil action demanding that the National Department of Works Against Drought, better known as DNOCS, adopt immediate measures to guarantee the safety of the two dams. DNOCS is the body responsible for managing the complex. Technical reports from the National Water Agency, based on inspections carried out over more than a decade, have identified a series of structural problems that need attention. Among them are cracks in the concrete, water infiltration, erosion on the slopes, obstructed drainage channels, and vegetation growing on parts of the structure. For dam engineering specialists, each of these signs can indicate processes that, if left uncontrolled, compromise the integrity of the structures. Five months ago, I visited the slopes of the Mãe d'Água complex, both the earthen and the concrete ones. See the observations I made at that time. Dams are living structures from a technical point of view. They constantly work under hydraulic pressure, temperature variations, water weight, and natural wear and tear of materials. Therefore, permanent maintenance and rigorous monitoring are not optional — they are basic safety requirements. According to the National Water Agency's classification, the Coremas–Mãe D’Água complex has a high associated potential for damage. This means that, in the event of a structural collapse, the consequences could be serious: loss of life, severe economic impacts, and compromised water supply for a large part of the Paraíba hinterland. Another factor that draws attention is the location of the city of Coremas. The municipality is located just below the dam, in an area technically known as a self-rescue zone. Sometimes, to realize the danger, just hearing about it isn't enough, and with that in mind, I will now illustrate, spatially for DNOCS and the State Government, a tragedy that, according to a lawsuit filed by the Federal Public Prosecutor's Office, could actually happen. Imagine almost 1.5 billion cubic meters of water dammed up right above an entire city, and suddenly... Now, with the concrete embankment. Sad, isn't it? In these cases, in an extreme scenario of rupture, the population's reaction time would be short, requiring efficient warning systems, well-defined evacuation routes, and widely publicized emergency plans. This is precisely where another concern raised by the Federal Public Prosecutor's Office arises: the safety and emergency action plans have not yet been implemented. According to Brazilian dam safety legislation, these plans should include maps of areas that could be affected by a possible flood, siren systems, rapid communication protocols with the population, signage of escape routes, and periodic evacuation drills for the population. Without these measures, the population becomes more vulnerable in the face of any critical situation. In the legal action, the Federal Public Prosecutor's Office ordered DNOCS to present and implement these measures within ninety days, in addition to correcting the structural problems already identified by the technical reports. In response, DNOCS claims that approximately eight million reais would be needed to implement all the safety actions. Would that be a lot of money for DNOCS and the State Government? Well, for the Public Prosecutor's Office, the lack of resources cannot serve as justification when what is at stake is the protection of human lives and the security of an entire water system.
