He has served with various organizations committed to improving urban communities, including the American Planning Association and the Florida Trust for Historic Preservation. Rick Mullaney Shircliff Executive Director, Jacksonville University Public Policy Institute Rick Mullaney has been involved in a wide variety of public policy initiatives and political campaigns, lectured on legal and public policy topics in more than 20 states, and taught at the University of North Florida and Jacksonville University. He currently teaches a course on Law and Public Policy and provides extensive television and radio commentary on local, state, and national issues. He ran for Mayor of Jacksonville in 2011.
