Utilities and municipalities around the globe are experiencing massive reductions in revenue. Governments are asking, and in some cases requiring, them to continue providing water even if customers are not willing or unable to pay. So, while their obligations and costs associated with those obligations have not changed, the funds to pay for those services are no longer sufficient. For example, funds for staff and supplies such as chemicals for treatment. How will they survive? How will they cope?
