That’s KOMTAR (Kompleks Tun Abdul Razak), a civic complex of five buildings on Penang Island that opened in 1976. The central skyscraper was completed in 1985, once Southeast Asia’s tallest at 65 floors and 232 meters. The first nine floors are the complex, while levels 11–26, 28–42, and 44–58 are Penang’s state government offices except mechanical levels 10, 27, 43, and 61–64. In 2014-2016, an extension part of The TOP observatory project added its height to 68 floors and 250 meters. Fujitec installed four lifts and 17 GS8000-NX escalators in 2015 within The TOP section. Two shuttle lifts serving the 6th-floor entrance to the 65th-floor observatory deck belonged to AC-GL with dot-matrix indicators, Everbright EB2000-RBL buttons, and reflective steel cabs with LCD screens on the rear walls. These were initially designed as scenic lifts (judging by the outer glass doors), but cancelled due to safety reasons. The indicator displayed a dash (–) in the express zone as per Fujitec standards. The ride was quite smooth, but took over half a minute—measured at 2.25 m/s (135 m/min), an excessively slow speed for a distance of over 210 meters compared to the office high zone ones at 6 m/s (360 m/min). The middle and the staff lifts belonged to an MRL unit that goes up to level 68, an open-air observatory known as Window of The TOP. All of them also serve levels 59, 60, and 67 (except 66) which are all Tower Club Penang. had a Singaporean voiceover that supports up to 65th floor, while 68th and so on do not have. There are several lifts within this complex, including Toshiba located at a multi-storey carpark, Niche platform lift, Hitachi (bazaar area), and Mitsubishi—some were still original from 1986 located at ICT Digital Mall, but were not visited due to lack of time.
