In this honest and detailed talk, I share my firsthand experience working with the Asian Development Bank (ADB) in Pakistan from late 2002. I was involved in implementing a major billion-dollar Governance Program and the $350 million Access to Justice Program (AJP) during General Musharraf’s era. I reveal what actually happened with Local Government reforms, police reforms (Police Order 2002), judicial infrastructure, new laws (Family Courts with 6-month timeline, Freedom of Information, Commercial Benches, Environmental Tribunals, Consumer Courts), capacity building, case management, and prosecution improvements. While some infrastructure was built and laws were passed, most reforms were reversed or failed due to bureaucratic resistance, political elite self-interest, lack of genuine commitment by other stack holders, weak monitoring, and the deep-rooted “status quo” culture. 25 years later in 2026, Pakistan still struggles with massive case backlogs (over 1.2 million cases), no effective local government system, weak policing, and climate & justice challenges.
