Green Roads Webinar Series: Digitizing Road Asset Management for Greener, More Resilient Roads

A well-managed road network is a greener road network. But many road agencies still plan maintenance with data that is scattered, inconsistent, and out of date. How can digital tools change the decisions that matter? In Episode 36 of the Green Roads Webinar Series, the Asian Development Bank (ADB) examines how digitising road asset management supports greener, more resilient roads. This session pairs a strategic look at data and systems with four practical case studies from road networks around the world. Across Asia and the Pacific, tight maintenance budgets and ageing networks leave many agencies reacting to defects after they occur, driving up costs, disruption, and whole-life carbon. Research shows that extending a road's life by five to 10 years can cut lifecycle greenhouse gas emissions by roughly 20–50%, and the data, systems, and practices to achieve this already exist. The challenge is rarely a lack of data — it is disparate, disconnected information and the absence of systems that turn it into timely, defensible maintenance decisions. John Proust and Meera Joseph of TRL shared insights on: Crowdsourced road condition reporting in Kerala, India, where an award-winning public app helps agencies spot defects and flood damage earlier; Overlaying flood risk and road criticality data to model climate-resilient maintenance policies for a Central Asian road network; Whole-life cost and carbon analysis comparing standard and lower-carbon preventive treatments over a 60-year horizon; Computer vision tools that detect roadside vegetation encroachment and sign obstruction from video survey imagery; and Building the evidence base agencies need to defend maintenance investment and climate resilience funding.
