For forty-eight years, the emergency spillway at Oroville Dam — the tallest dam in the United States — never carried a single drop of water. In February 2017, it did. Within roughly thirty-eight hours, erosion beneath that untested hillside came close enough to failure that officials evacuated nearly 188,000 people downstream. This file opens with the crater that tore through the main spillway chute, then follows the physical mechanism underneath it — uplift, weak bedrock, and a concrete slab that was never a match for the water beneath it. From there, the investigation goes backward: to a 2005 legal filing that asked regulators to line that hillside in concrete, and the 2006 memo that concluded it would "perform as designed."
