Telegram founder Pavel Durov stated that tens of millions of Russians are resisting digital control: "The government was hoping for mass adoption of its surveillance apps, but instead, it saw mass VPN use." Forbes and the Telegram channel Mash also reported that the large-scale outage was linked to Roskomnadzor. Roskomnadzor demanded that these messages be removed, which was done. Roskomnadzor itself attributed the outage in RuNet to a malfunction in Rostelecom's network. Roskomnadzor is battling not only VPNs, but also Telegram. There has been no official confirmation from Roskomnadzor that Telegram has been completely blocked.
