In the summer of 1994, Latvia adopted the Citizenship Law, which effectively deprived hundreds of thousands of permanent residents of the country of the right to automatic citizenship, as the population of citizens was restored rather than reestablished. In October of that year, the Naturalization Board was established, offering the opportunity to acquire citizenship through naturalization, but with certain restrictions—dividing applicants into groups based on age, place of birth, and age at entry into the country. A few years later, these so-called "naturalization windows" were abolished, and the procedure itself became more accessible. Thirty years have passed.
