This video shows the time when the Keihan Electric Railway ran on the levee along the Kamo River in central Kyoto. However, is running on the levee ok under the River Act? Is this related to the fact that Keihan lines on this section are still subject to the Track Act? The at-grade crossing with the Kyoto City Tram is still in place.
