Health Minister Nina Warken has made it concrete: The governing coalition of the Christian Democrats and Social Democrats plans to cut €20 billion in statutory health insurance next year. Hospitals, pharmaceutical companies, doctors, health insurance funds – and above all, the insured themselves – are expected to "do their part." The most controversial measure: The free co-insurance of spouses is to be largely abolished from 2028 onwards. Instead of being covered free of charge as before, many partners will have to pay an income-based contribution of 3.5 percent of their income subject to contributions. In concrete terms, this means an extra €116 to over €200 per month for many households. Co-payments for prescription medications will also increase significantly: from the current €5–10 to €7.50–15. At the same time, benefits for recipients of basic income support will remain unchanged. The background to this is a looming deficit of around €15 billion in the statutory health insurance system. The coalition wants to avoid further contribution increases – and is instead dipping deep into the family budget.
