Matthew Cordell is back on the streets of New York. While Jack Forrest and Theresa Mallory thought he was dead, a series of murders reminds them of the rogue former police officer. Forrest will have to try again to take down his enemy, returned from the dead. But Cordell is back stronger, faster, in short, better, and Sean McKinney will take over the investigation, especially since another killer is targeting strippers. Cordell, for his part, is going to wipe out an entire police station. William Lustig directs, Larry Cohen writes the screenplay, Robert Z'dar plays Maniac Cop, and Bruce Campbell and Laurene Landon briefly appear in the film before being replaced by Robert Davi and the beautiful Claudia Christian.
