According to chroniclers, the Inca state originated with the ethnic and cultural efforts of the Cusco ruling class, implementing a system whose fundamental objective was to pave the way for prosperity, security, and development for the royal Panakas, that is, the Cusco ruling elite. Inca society was wisely and strategically organized into Ayllus. This organization was the foundation that sustained and drove the comprehensive development of Tawantinsuyo.
