2026 Public Services NOFA Pre-Application Conference

The City of Houston’s Housing and Community Development Department (HCD) is seeking applications from qualified nonprofit organizations to provide public services programs to Houston residents including, but not limited to: transportation, healthcare, medical education, housing and/or rehousing, mental health, case management, homeless services, legal, housing counseling, employment, substance abuse, job training and education, workforce development and childcare services. All projects must serve those experiencing homelessness, those at risk for homelessness, or those living with Intellectual Disability Disorders (IDD). The project will be supported by approximately $10,300,000.00 for a 24-month period in funding from CDBG and additional sources which may include other federal, state, and local funding. The term of the resulting Agreement(s) will be for one (1) year, with the option for additional one (1) year renewal, or a lesser period, at the discretion of HCDD.
