"Many men! Why did they cling to my son? Let the deputies in Kyiv be mobilized!" – says a retired man emotionally, standing on two crutches in the center of the village of Kyrnasivka in Vinnytsia region. He arrived after a call from his son, who was stopped on the street by employees of the Tulchyn district TCC. After checking with their base, they discovered that he was wanted by them because he had not renewed his military registration documents. Although the man is registered as the sole guardian of his father with disabilities, according to the law he must renew his documents every six months. The military personnel of the Tulchyn TCC say that the ones who argue with them the most are those who have reservation and know that they cannot mobilize them. So, they say, this is how they assert themselves. Media coverage of the work of territorial recruitment and social support centers (former military commissars) during the two years of the full-scale war was virtually taboo. Their leadership flatly refused to cooperate with journalists, apparently avoiding difficult issues against the background of various scandals about the abuse of authority by employees of the TCC, "pushing" men into buses, and corruption stories of individual heads of the TCC. In the end, the society's attitude towards the very structure of TCC and their employees worsened many times. This was especially felt by the combatants who, due to injuries, were transferred to work in the rear - handing out summonses. And now, instead of thanks for protection, they sometimes hear curses in their direction. The employees of the Tulchyn TCC, where up to 90% of the employees are combat veterans, also encountered this attitude. Hromadske journalist Maryana Pietsukh asked how they evaluate the work of their colleagues from other regions, in which cases they take a conscript from the street immediately to the TCC, what is the reason for the lack of volunteers and whether they are not afraid of human aggression in their direction.
