Victoria Villarruel speaks at Oslo Freedom Forum 2011 Terrorism and Impunity in Argentina www.OsloFreedomForum.com @OsloFF #OsloFF In her speech, Argentine lawyer Victoria Villarruel—president of the Center for Legal Studies on Terrorism and its Victims—exposes a lesser-known part of Argentine history: the terrorism that took place primarily during the 1970s. She cites two major groups—the ERP, or People's Revolutionary Army, and the Montoneros. They began their attacks during a military government, but continued them during a period of democratic rule from 1973 to 1976. To this day, however, the assailants have not been brought to justice; some even enjoy positions in the government. Years later, the victims of these terrorists are still denied justice. Because the terrorists enjoy impunity, the youth of Argentina receive the message that "terrorism is a viable way to achieve political aims." Until Argentina finally acknowledges and prosecutes these past acts of terrorism, the country's youth may continue to believe in the tactic's viability.
