This is an issue that has divided scholars. One opinion says these are not allowed and we only have two Eids that call for celebration. On the other hand a different opinion is presented to us which says the above ruling doesn't apply to non-religious events. We should be flexible about the celebrations that are not related to religion. Birthday celebrations do not fall into religious matters.
